On September 1, 2026, the Forestry Development Authority (FDA) and national stakeholders officially presented the National Carbon Market Policy to H.E. President Joseph Nyuma Boakai, Sr. at the Executive Mansion in Capitol Hill, Monrovia.
This milestone marks Liberia’s structured entry into the global carbon economy and international climate finance. The policy was presented by a unified technical leadership team: Hon. Rudolph J. Merab, Sr., Managing Director of the Forestry Development Authority (FDA); Madam Jeanine Cooper, CEO of the Carbon Markets Authority (CMA); and Dr. Emmanuel K. Urey Yarkpawolo, Executive Director of the Environmental Protection Agency (EPA).
Developed through extensive nationwide consultations, this comprehensive framework balances economic growth with strong environmental protection. It ensures Liberia’s participation in carbon markets is guided by national interests, transparency, and broad stakeholder engagement.
