CSA Conducts Two-Day Performance Planning Workshop for FDA Human Resource Staff

Monrovia, Liberia, January 22, 2026

The Civil Service Agency (CSA) has successfully concluded a two-day performance planning workshop for Human Resource (HR) staff of the Forestry Development Authority (FDA), held from January 21–22, 2026, in the Board Room at FDA Headquarters.

The workshop was designed to strengthen institutional capacity in performance planning and appraisal through an in-depth orientation on the Government of Liberia’s Performance Management System (PMS). It brought together FDA HR professionals and CSA technical experts to enhance understanding of HR roles and responsibilities in performance management.

The opening session featured welcome remarks from Madam Angeline Yini, Human Resource Manager of the FDA, who underscored the importance of continuous professional development in achieving organizational effectiveness.

Delivering opening remarks, the Deputy Managing Director for Administration and Finance (DMDA/F), Hon. Victor W. Kpaiseh, welcomed the CSA delegation and expressed appreciation for the training initiative. He emphasized the value of sustained collaboration between the FDA and CSA and called for the inclusion of presidential appointees in future performance appraisal processes.

Also speaking at the opening, the Deputy Managing Director for Community, Conservation and Carbon (DMDCCC), Hon. Nora G. Bowier, endorsed the workshop and expressed optimism that future engagements would include certification opportunities for staff.

Mr. Julius S. Parker, Jr., Deputy Director of Client Service and Standards and Acting Head of the Performance Unit at the CSA, highlighted the critical role of performance planning in strengthening public sector institutions and improving service delivery.

During the workshop, CSA facilitators guided participants through key components of the Performance Management System, with a focus on the performance planning phase and the specific responsibilities of HR units. The training was facilitated by Mr. Julius S. Parker, Jr.; Mr. Edward W. Kollie, Performance Monitoring Officer in the Management Services Division; and Madam Rose K. Sumo, Performance Officer in the same division.

The sessions were delivered in two phases. Phase One covered an overview of the PMS, performance planning principles, and the role of HR in implementation. Phase Two focused on mid-year review processes, HR responsibilities in monitoring and reporting, role-play exercises, annual appraisal methods, self-assessment techniques, and performance calculation exercises.

At the close of the workshop, participants acknowledged that the training had significantly enhanced their knowledge and practical skills in performance planning and appraisal. Leadership from both the FDA and CSA expressed optimism for continued collaboration, with plans to expand the initiative to include a broader range of staff and future certification opportunities.
